Declaration
CONTINUOUS
FIRMNESS
IN THE
COMBAT
FOR
PEACE
AND
PROGRESS
We
consider
that an
imperialist
instigation
plan is
developing
in an
accelerated
way and
it has
several
elements
from
the
domination
perspective.
One of
them is
related
to the
acute
crisis
faced
by the
American
economy
and the
domination
political
system,
which
historically
has
demonstrated
that
capitalism
in its
monopolist
stage,
tries
to
solve
its
crises
by
unburden
on the
people
the
reasons
causing
said
crises
and one
way to
do this
is
activating
its
military
complex
through
war and
aggression
to
those
peoples.
The
action
executed
through
the
Colombian
government
and
army in
the
Ecuadorian
territory
is a
hard
strike
of
Imperialism
to
prevent
the
humanitarian
exchange
and
Peace
seek,
which
is
precisely
what is
most
affected.
This
confrontation
promoted
by the
American
imperialism
among
countries,
estates
and
governments
of the
Latin
American
continent
and
particularly
between
the
Colombian,
the
Venezuelan
and the
Ecuadorian
governments
do
serve
to the
imperialism
interests.
Therefore
we
positively
evaluate
the
Ecuador,
Nicaragua
and
Venezuela
Presidents
performance,
who
proceeded
firmly
but
with
prudence
as well
to
momentarily
dismantle
the
development
of an
immediate
war.
The
result
of the
Rio
Summit
sends a
firm
unified
message
of the
Latin
American
and
Caribbean
countries
to the
war
policy
of the
United
Status
of
America
imperialism
and to
the
Colombian
oligarchy,
defending
the
sovereignty
and
rejecting
the
external
interference
as well
as any
other
form of
aggression.
We do
denounce
that
the
imperialist
plan
development
continues
as well
as the
paramilitarism
movement
from
the
borders
towards
the
central
states
of our
country
with
the
Colombian
army
participation
within
an
expansion
strategy,
particularly
to the
popular
areas
and the
oil
industry
jeopardizing
our
internal
security.
Within
this
context
the
COLOMBIA
PLAN
now
called
PATRIOTIC
PLAN,
is
conceived.
Its
objective
is to
expand
confrontation
to the
other
countries
specially
those
called
Andean
countries,
which
are the
centre
of
strategic
deployment
to
dominate
the
Caribbean
Sea
basin
and all
the
Amazonia.
Based
on what
is
previously
stated
we do
declare:
First.-
We do
condemn
the
military
intrusion
of the
Colombian
Army
Forces
and
government
against
the
Ecuadorian
territory,
as well
as the
assassination
of
comrade
Commander
RAUL
REYES,
member
of the
FARC-EP
National
Secretariat,
of the
singer
author
Julian
Conrado
and the
other
guerrilla
fighters
who
accompanied
him as
well as
the
civilians
who
were at
the
improvised
camp.
Second.-
The
FARC-EP,
are the
expression
of the
Colombian
people
legitimate
defence
in
front
of a
political
regime
which
has
kept
that
country
in
dirty
war
since
the
assassination
of the
liberal
leader
JORGE
ELIECER
GAITAN
on
April
9,
1948.
Third.-
We do
demand
the
acknowledgement
of the
Beligerant
Force
of the
FARC-EP
and
other
expressions
of the
Colombian
armed
struggle
and do
reject
their
denomination
as
terrorist
because
we do
not
accept
the
lists
made up
by the
American
Department
of
State.
Fourth.-
The
process
of
humanitarian
Exchange
and all
related
matters,
in
which
our
government
led by
President
Hugo
Chavez
Frias
has
interceded
for as
gesture
of good
will,
should
be
increased
including
the
clearing
of
Florida
and
Pradera
municipalities
in
Colombia
in
order
to move
forward
towards
a
dialogue
among
the
parts
with
international
presence
to put
an end
to the
armed
conflict
in that
country
and
create
the
conditions
for a
reconciliation
and
national
reconstruction
government.
Fifth.-
The
political
solution
of the
conflict
among
Colombia,
Ecuador,
Nicaragua
and
Venezuela
does
not put
an end
to the
contradictions
that
originated
it,
much
less
the
threats
from
different
internal
and
external
flanks
against
our
country.
Sixth.-
The
Army
Forces
and the
Police
as well
as all
the
intelligence
services
including
the
popular
one,
should
be
engaged
in
discovering
and
denouncing
the
paramilitarism
phenomenon
before
it is
too
late
and we,
Venezuelans
have to
pass
the
bitter
road of
more
than
fifty
years
of
violence
faced
by the
neighbour
country.
Seventh.-
We do
condemn
the
unilateralism
doctrine
that
the
United
States
of
America
wants
to
impose
over
the
world
and
particularly
on
Colombia
against
our
countries
as
expression
of the
imperialist
dominant
conceptions
through
war,
ghost
jails
and
extraterritoriality
of
penal
laws.
Eighth.-
We do
commit
to the
peace
policies
promoted
by the
Bolivarian
revolutionary
government
at a
continental
and
worldwide
level
and
will
actively
participate
in the
development
of the
next
Assembly
of the
World
Council
of
Peace
to be
held in
Caracas
on
April 8
through
April
13,
2008.
