Vice
President
of the
Latin
American
Parliament:
The
proposal
of the
Organization
of
Latin
American
and
Caribbean
States
will
represent
a truly
democratization
in the
region
institutionality
Congressman
Carolus
Wimmer,
Vice
President
of
Parlatino,
expressed
his
opinion
about
the
proposal
presented
by the
Ecuadorian
President,
Rafael
Correa,
of
creating
an
Organization
of
Latin
American
and
Caribbean
States,
from
the
Group
of Rio,
which
recently
successfully
managed
the
conflict
between
Ecuador
and
Colombia.
He
approves
this
proposal,
especially
at the
current
political
moment
lived
by the
region,
product
of the
slow
intervention
of the
Organization
of
American
States
to
solve
this
conflict.
Congressman
Wimmer
expressed
“The
slow
actions
of OAS
upon
knowing
of this
situation
and
about
the
conflict
occurred
as a
consequence,
is not
surprising
for us.
Let’s
remember
that
along
the
existence
of this
organization,
the
United
States
of
America
have
always
exercised
pressure
on this
group
to
which
they
are
also
part
of”.
Likewise,
Wimmer
pointed
out
“The
materialization
of this
proposal
is
urgently
necessary
in
front
of the
inability
of OAS
to
enforce
its
established
purposes
to
solve
controversies,
by only
giving
speeches
and
creating
a group
of
watchers,
which
so far
not
even
has
presented
the
final
report
of the
visit
to the
place
of
murder,
promising
it for
the
next
meeting
of
Chancellors
on
March
17,
which
is also
evidence
of the
immediateness
criterion
not
application
that
any
actor
should
have to
react
before
any
aggression
to a
State,
while
Venezuelan
and
Nicaragua
have
already
re-established
the
relationships
with
the
Neogranadian
country
as
demonstration
of
political
will
towards
dialogue”.
On the
other
hand,
the
Congressman
expressed
“The
arrival
of new
Governments
to
Latin
America
during
the
last
years:
Ecuador,
Bolivia,
Nicaragua,
Venezuela,
Argentina,
has
restored
hope,
reference
and a
truly
instrument
of
governability
to the
region.
Therefore,
the
creation
of an
Organization
that
takes
into
account
the new
realities
and
needs
our
countries
are
living,
is
imperative.
Countries
which
will
not
allow
more
the
American
policy
to
sabotage
the
integration
using
Julius
Caesar’s
style
….”Divide
and
conquer”.
Additionally
he
expressed
“Our
region
is
united
with
historical
and
blood
bonds
and
definitely
there
is not
advance
isolating
this
reality”.
“The
idea of
the
LACO
creation
is a
proposal
supported
to an
institution
where
all
win,
based
on
respect
and
solidarity,
looking
for the
support
to
jointly
advance,
to
reach
binding
agreements
which
goes
beyond
a
simple
resolution,
a
commitment
and
speeches
like at
the
OAS,
where
it
seems
that
realities
will
not
change”.

“This
proposal
reconfirms
what
President
Chavez
denounced
long
time
ago
about
the
need to
democratize
the
International
and
Regional
Organizations,
which
are
contaminated
by the
strongest
interests
primacy
rule”…...”Proving
it in
the
daily
functioning
of
organizations
as the
OAS,
which
due to
the
politization
of its
structure,
does
not
have an
impartial
reaction
nor
action
at the
moments
when
situations
required
its
factual
action…”
Likewise,
Wimmer
emphasized:
“We saw
it and
see it
every
day at
the
United
Nations.
Let’s
remember
how
much
pressure
the
United
States
of
America
exerted
to
prevent
that
Venezuela
will
not
enter
as
watcher
during
the
last
elections
of the
Security
Council,
and
like
this
one,
there
are
many
others
which
prove
the
partiality
of this
organism,
not
democratic
at all
if we
consider
the
sole
the
veto
right
existence
of 5
permanent
members
of this
Council”.
“The
LACO
should
be
conceived
with a
Bolivarian
vision
which
makes
it
autonomous
in
front
of the
imperialist
wishes,
capable
to
generate
a truly
impact
on the
regional
and
world
politics
and
with a
well
defined
geographical
delimitation,
including
the
Latin
American
countries
and our
sister
Cuba,
in
order
to have
a
successful
functioning”…
“North
of this
regional
structure
should
be the
impartiality,
the
equitable
defence
of all
country
members
interests,
without
sectarism
or
discrimination,
existing
in
already
dying
organizations”.
“Proposing
as
basic
principles
the
defence
of
democracy,
the
promotion
and
strengthening
of a
truly
Latin
American
and
Caribbean
integration
(not
convenient
at all
for the
USA),
the
defence
of the
political
and
ideological
plurality,
among
others,
which
allow
to
prove
the new
winds
of
change
currently
at the
region
and use
them
for
this
Organization
efficient
functioning”.
On this
regard
Congressman
Wimmer
emphasized
as
possible
objectives
of the
LACO
“To
have
the
opposition
to
imperialist
action
got
actually
recognized
through
internal
organisms
or non
politicized
structures,
which
administrative
and
functional
structure
proves
a
change
in the
forces
correlation
that
has
been
already
put
forward
in the
region”.
Additionally
on this
regard
Wimmer
stressed
“The
Venezuelan
Parliamentary
Group,
Parlatino,
has
been
strongly
working
during
the
last
years,
looking
for a
change
in the
forces
correlation
in
Latin
America
and the
Caribbean,
adjusted
to the
new
realities
in the
region.
The
political
will to
successfully
take
the new
coming
risks
in
matters
such
regional
security,
integration
and
solidarity
among
others,
is the
most
important
thing
and
already
exists”. |
